NSMB Wii and Galaxy both have spectacular finales, as does World. Can't comment on Galaxy 2 yet (it's currently shipping though!) but I may revise the answer later on.

As it stands, probably Super Mario RPG, but I just picked up TTYD for a buck.

Locke, for all the reasons you listed. He trumps the rest of the cast by a country mile, although I do enjoy Celes, Sabin, Edgar, Shadow, Kefka (not as much as many fans...), Cyan, Mog and Gogo a good bit. Setzer's alright too. The rest are kind of subpar. But that's a good showing. Oh, Gestahl is funny. >_>

Bonus Question: What is your favorite The Legend of Zelda moment?
Ganowned at the end of The Wind Waker, probably. The feeling of rush when I beat ALTTP again is always something wonderful though, and Skyward Sword's finale is actually rather exceptional. In short, endings, apparently. Which is funny because when I think Zelda, endings don't really have a lot to do with my love for the series.

Bonus Question: What is your favorite instance of getting to play as the bad guy in a game?
I always get a quick thrill from having Seymour in my party for a single boss fight in FFX. Delita isn't exactly a villain but he's definitely rather clashing with my beliefs and puts Ramza in all kinds of danger, so playing as him in a couple of fights on the PSP version is exciting.
