The only way I can make sense of the hate for it is that people are blinded by nostalgia for the old games and can't fall in love with a new one.
This didn't stop me from enjoying 9! In fact, 9 is my favorite game in the whole series! And I played 9 and 10 back-to-back, so I wasn't exactly waxing nostalgic for 9 when I was playing 10!
Really, 10's got good level design and good robot masters (screw you, Sheep Man haters!), but the iffy music and subweapons bring it down. It's good, but it's not 9 good.
