I know you object to hijacking a concept, I guess, but wouldn't unseen servant be way better than hand crossbows with rapid reload and weapon cords? Particularly given your objection about low damage output? Maybe with a Synthesist Summoner so you can go happy with your mental stats as you please, and leave the dex to your Eidolon.
... or maybe a sythesist summoner with more than 2 limbs, so you can have the other limbs reload for you (not entirely clear how synthesists with multi-limbed eidolons work, to be honest). Or just a normal summoner and have your eidolon reload for you anyway. I'd say anything with a familiar to reload for you, but I'm not sure anything other than an Eidolon could actually manage reloading, given that most of them don't have opposable thumbs and such. Having a bat sit on your shoulder and reload your dual crossbows would be awesome, though.
Or just a ranger, if you want to be boring.
