Angel and Angelus are two different people. They refer to Angelus when talking about Angel losing his soul. They don't just say Angel.
Bulk and Skull are amusing side characters, but not really villains.
I'm an avid Tim and Eric fan, and listing them as villains makes absolutely no sense.

Spike is certainly more evil than good. He loses his ability to hurt humans in season 4, but is by all accounts still evil until the end of season 6.
