You have to remember Yellow Devil is being considered a man aswell
So it's safe to assume the other Wily castle bosses are contenders for Man status aswell.
It's just like Dragon Quest Monsters, big bosses are totally fair game. Instead of having a team of Dragonlord, Baramos, and Psaro, you have Yellow Devil and Mecha Dragon.
Froq you forgot about King and Dark Man, they could definitely count as Mans too. Bass and Proto Man as well.
