I'm rewatching Scrubs (to get my GF to watch them all in order since she had only seen syndication reruns) and she doesn't hate Carla, but she's certainly on the bottom of her character ratings.
It's mainly the outright hypocrisy Carla has a lot of time that pissed her off.
