Nope, Canucks were part of the second expansion with Buffalo, I think in 1970. The four WHA teams were Carolina (Hartford), Colorado (Quebec), Phoenix (Winnipeg), and Edmonton.
I'm not an expert on this stuff but every part of this seems wrong...
