Any base model from a mid tier luxury brand (ie bmw/lexus/audi). Generally because they're not interested in cars, but want to show off their clout...but because they're not interested in cars at all, they get the shit, cheapest thing they can find because they only care about the badge.

All the first impressions and reviews of the processor came out when it was much more expensive, it's a fantastic value proposition at it's current pricing

EDIT: Think of the 3800x as a very highly binned 3700x with a higher TDP. Personally it crunches through anything I throw at it no problem, and you won't bottleneck the current flagships, and probably the next couple gen flagships
