The Pentagon, White House National Security Council and the Office of the Director of National Intelligence each declined to comment Tuesday.
Critics have charged the Trump administration with being flat-footed and late in its response to a pandemic that, after sweeping through Wuhan and then parts of Europe, has now killed more than 12,000 in the U.S.
For his part, President Donald Trump has alternated between taking credit for early action and claiming that the coronavirus was a surprise to him and everyone else. He has repeatedly touted his Jan. 31 decision to restrict air travel with China, but at the same time, he spent weeks telling the public and top administration officials that there was nothing for Americans to fear.
On Jan. 22, for instance, Trump made his first comments about the virus when asked in a CNBC interview, "Are there worries about a pandemic at this point?" The president responded, "No. Not at all. And we have it totally under control. Its one person coming in from China, and we have it under control. Its going to be just fine."

As late as Feb. 19, Trump was offering positive reviews for the way Chinas leaders had handled the coronavirus.
"I'm confident that they're trying very hard," Trump told an interviewer from Fox 10 in Phoenix. "They're working it -- they built, they built a hospital in seven days, and now they're building another one. I think it's going to work out fine."
It was not until March 13 when Trump declared a national emergency and mobilized the vast resources of the federal government to help public-health agencies deal with the crisis that was poised to crash on to the homeland.
If it were true that Americas spy agencies were caught that off guard, one intelligence official told ABC News, "that would be a massive intel failure on the order of 9/11. But it wasnt. They had the intelligence."
ABC News contributor John Cohen, who used to oversee intelligence operations at the Department of Homeland Security, said even the best information would be of no use if officials do not act on it.
"When responding to a public health crisis or any other serious security threat, it is critical that our leaders react quickly and take steps to address the threat identified in the intelligence reporting," said Cohen, the former acting undersecretary of DHS. "Its not surprising to me that the intelligence community detected the outbreak; what is surprising and disappointing is that the White House ignored the clear warning signs, failed to follow established pandemic response protocols and were slow to put in place a government-wide effort to respond to this crisis."

As far back as late November, U.S. intelligence officials were warning that a contagion was sweeping through Chinas Wuhan region, changing the patterns of life and business and posing a threat to the population, according to four sources briefed on the secret reporting.
Concerns about what is now known to be the novel coronavirus pandemic were detailed in a November intelligence report by the military's National Center for Medical Intelligence (NCMI), according to two officials familiar with the documents contents.
The report was the result of analysis of wire and computer intercepts, coupled with satellite images. It raised alarms because an out-of-control disease would pose a serious threat to U.S. forces in Asia -- forces that depend on the NCMIs work. And it paints a picture of an American government that could have ramped up mitigation and containment efforts far earlier to prepare for a crisis poised to come home.
"Analysts concluded it could be a cataclysmic event," one of the sources said of the NCMIs report. "It was then briefed multiple times to" the Defense Intelligence Agency, the Pentagons Joint Staff and the White House.

From that warning in November, the sources described repeated briefings through December for policy-makers and decision-makers across the federal government as well as the National Security Council at the White House. All of that culminated with a detailed explanation of the problem that appeared in the Presidents Daily Brief of intelligence matters in early January, the sources said. For something to have appeared in the PDB, it would have had to go through weeks of vetting and analysis, according to people who have worked on presidential briefings in both Republican and Democratic administrations.
"The timeline of the intel side of this may be further back than were discussing," the source said of preliminary reports from Wuhan. "But this was definitely being briefed beginning at the end of November as something the military needed to take a posture on."

The NCMI report was made available widely to people authorized to access intelligence community alerts. Following the reports release, other intelligence community bulletins began circulating through confidential channels across the government around Thanksgiving, the sources said. Those analyses said Chinas leadership knew the epidemic was out of control even as it kept such crucial information from foreign governments and public health agencies.
"It would be a significant alarm that would have been set off by this," former Deputy Assistant Defense Secretary Mick Mulroy, now an ABC News contributor, said of the NCMI report. "And it would have been something that would be followed up by literally every intelligence-collection agency."
Mulroy, who previously served as a senior official at the CIA, said NCMI does serious work that senior government leaders do not ignore.
"Medical intelligence takes into account all source information -- imagery intelligence, human intelligence, signals intelligence," Mulroy said. "Then theres analysis by people who know those specific areas. So for something like this to have come out, it has been reviewed by experts in the field. Theyre taking together what those pieces of information mean and then looking at the potential for an international health crisis."

NCMI is a component of the Pentagon's Defense Intelligence Agency. Together, the agencies core responsibilities are to ensure U.S. military forces have the information they need to carry out their missions -- both offensively and defensively. It is a critical priority for the Pentagon to keep American service members healthy on deployments.
Asked about the November warning last Sunday on ABCs "This Week," Defense Secretary Mark Esper told Chief Anchor George Stephanopoulos, "I can't recall, George. But we have many people who watch this closely. We have the premier infectious disease research institute in America, within the United States Army. So, our people who work these issues directly watch this all the time."
Pressing the secretary, Stephanopoulos asked, "So, you would have known if there was briefed to the National Security Council in December, wouldn't you?"
Esper said, "Yes. I'm not aware of that."

20% is considered an average tip and most businesses push that as the standard. There is usually a lower tier option or a custom option if you don't like that.

Just because you believe 7-10% should be the norm does not mean the rest of the world has to.

Also, they didn't sneak it in, they asked before you confirmed. If they were sneaking it in, you never would have been notified at all or at any point.

I dont consider that asking. I want it to be clear that you are asking for a tip and let m pick my tip amount. Ive never seen a restaurant add their recommended tip in on your total. That should be my choice. It feels like someone taking $20 out my wallet then come up to me and ask if they can borrow that $20. Im not cool with that. Its the principle.

I've been tipping everyone extra since COVID-19 started.

Thats fair. I typically dont eat out since this has started. I could have tipped 20% but I was insulted that they tried to sneak it in there. Adding a tip should be my choice. I shouldnt have a 20% tip by default unless I change it.

So I decided to place an order at my local seafood restaurant. I was checking the menu and saw they have online ordering. I was going to order and pick up. I got toward the end telling me to confirm my order. I see my total was WAY HIGHER than I expect and these people put a 20% tip as the default tip amount. 20%! Im not going inside and getting service! Im picking it up from a Drive Through! I didnt even know you could add a tip online! They didnt even ask me about it until I was at the very last screen to confirm my 20% tip! Such BS!

Do you guys tip going through drive throughs? How much you guys tip in general at restaurants? I dont think Ive ever tipped 20+% outside of one tip with fantastic service. I typically tip between 7-10%

Um the amount of evidence you've provided is extremely weak. You don't understand what proof is. The studies you've provided are just a few studies that don't show anything conclusive. Those are just very early studies that lead to more studies being performed.

The very studies you provided acknowledge the limitations of the data provided and the need for more data and directions for further research. That doesn't mean we are anywhere close to labeling this as an effective treatment.

I agree. You need a massive study for that proof but doing massive studies isnt ideal during a pandemic. People are trying to save lives. There is so many smaller studies that show it works. Saying it doesnt work because people cant do a full blown study is foolish. It clearly is working to some extent

Researchers from China reported in a letter that over 100 people with COVID-19 have been treated with chloroquine. These patients had less severe disease and a shorter illness duration compared to those who did not receive chloroquine. However, results from these studies are not yet available, nor do we have a lot of information about the type of people who received this drug, or what dose they took and for how long.

A small study in France reported that people who got 600 mg of hydroxychloroquine had a lower amount of the virus (viral load) in the body. The problem with this study is that comparisons were made between patients at different hospitals. This makes it difficult to know if improvements were because of hydroxychloroquine or other things. And, of the 26 people who initially got hydroxychloroquine, 6 people (23%) had to stop treatment because of nausea, worsening disease, leaving the hospital, or death.
Six people in this study also received azithromycin (a common antibiotic) with hydroxychloroquine. These individuals had even lower viral loads at the end of the study compared to those who only got hydroxychloroquine. Research with more people is needed to help us understand whether improvements were because of the combination of medications or other factors. More information on safety is also important because taking azithromycin and hydroxychloroquine together can increase the risk of serious side effects, particularly irregular heart rhythm.

In a small Shanghai study of 30 people with COVID-19, half got 400 mg of hydroxychloroquine for 5 days while the other half did not. At the end of the study, 13 people (87%) who received hydroxychloroquine tested negative for COVID-19 compared to 14 people (93%) who also tested negative but did not receive the medication. Unlike the two studies above, this study suggests that hydroxychloroquine did not make a difference in recovery. Larger studies are needed to confirm the results.

Recent in vitro studies (studies done in a petri dish or test tube rather than in animals or humans) have shown that both hydroxychloroquine and chloroquine have antiviral properties against SARS-CoV-2, the virus that causes COVID-19. In these studies, these medications worked by interfering with the chemical environment of human cell membranes. This blocked the virus from entering and multiplying inside the cells.

I knew this before even looking it up because I work in Pharmacy. This is what we talk about. I hear this directly from Pharmacists treating this virus.

Also in that same source, there are small studies with humans that show it being effective at doing just that

Jesus, I've argued with some bad posters but this guy takes the cake. There is some evidence that it works in a lab against the virus and the theory behind it. Theres no evidence that it works in humans. The drug has some risks but aren't that high. So its widely used at the moment. The FDA authorizing it for this use just protects doctors from getting sued for potential harms for using it off-label. It doesn't mean that it works.

Fox News literally did a segment on hydroxychloroquine where they had a doctor talk about 100% success rate in a couple hundred patients in his "published" study. Trump saw that and the next day told America it was a miracle drug and potentially the "greatest advancement in the history of medicine" . And she also tweeted about it that we should all be taking it.

The study wasnt published anywhere, it is literally as fake news as it gets.

Its not fake though because we have greatly started to use it in our Hospital. If it didnt work we wouldnt use it. Its that simple.

Interesting topic. I'm a hospital pharmacist.

Sure, in our hospital we have a tubing system that shuttles meds to all major areas of the hospital and when it goes down, then everything gets backed up. In the midst of this pandemic, we have been using our tube system normally (maybe not the best of ideas?). We also do call for non-patient transport for large volume bags and high alert/special medications that shouldn't be tubed (e.g., insulin, alteplase), but this isn't always expedient.

In the event that they shut down the system because of covid-19, I would imagine that they would have to do something like designate a tech to do a hospital wide run like every hour for medication delivery. Of course, nurses themselves can also come down to the pickup window and retrieve the meds themselves.

I wish it was that simple for us. They did it so abruptly that we didnt even have a chance to prepare. That and we are very short on staff as we always seem to be. Its working pretty decent for now. The problem is that we are having Techs work throughout the night just to deliver. (We are a smaller Hospital with only 1 Pharmacy) So, we dont have the resources to deliver stat meds at all times if things get busy. Thats what scares me. The odds of people dying because of this is very low but it seems that the right combination of circumstances could cause it.

I could be overreacting since they had a protocol back in the day before tubes existed so Im not sure. I do feel that I overreacted a day after posting this.
