I only figured that out that it takes more than just filling it by sheer virtue of not having any quests left and just spamming requests without exiting the menu to check. Was there ever ~~anything for Stage 10 to the rebuilding of Dorrick in Colony 30? I got Eunie's for Medic Gunner, but don't know what triggered it. Two of the main party side stories are story gates, you can't miss them. The other four are conversation quests that become available from Chapter 5-7 depending on the characters. I think Eunie and Taion are Chapter 5, Lanz is Chapter 6, and Sena is Chapter 7.
