Not to mention, targeting different sites doesnt automatically mean physcial attacks. For example -

He didnt say this. He said sites important to Iranian culture. Which literally could be anything (old aircraft fields, military bases, etc). Cultural site implies a museum, which isn't even close to the same thing.
