Yeah, the settler AI itself wasn't very good, and the fact that settlers can spawn all over when you revisit was actually very annoying. I remember building a sweet Sanctuary place where I made concrete shells over the ruined houses and populated it with robots. However, the robots would randomly spawn inside the shells, or get stuck on platforms, or not do their assigned work detail, or stand around idling in weird places (like one particular backyard). It's quite an immersion-breaker.

It's half the reason I liked building settler-less animal sanctuaries, but even those have their own troubles. IIRC, the monster AI had it so friendly (brainwashed) monsters in your settlement wouldn't attack enemies of the same type. So, if you ever caged up a yao guai and used it to attract enemies to your place for fun, your "guard dogs" wouldn't really bother with fighting 'em. Kind of a shame, but maybe that was fixed by mods or something.

Disc 4 is basically one dungeon, so at least you can get 95% of the way through the game on the first three.

IIRC, you can go to the archway along the mountains near Burmecia and buy simple items (like potions) from the merchant on the other side, just like you could in the Evil Forest area. Otherwise, you'll have to buck up and go back to the Grotto merchant.

I think it has a separate entry in your bestiary or whatever the menu index calls it. Did every quest on Elaaden and there wasn't any opportunity to fight it (that I know of), just NPCs talking it up.

The settlement stuff was by no means perfect, but it's definitely the most evergreen quality of the game. They even had the foresight to avoid tying settlement creation to most quests, so you can just start a new character and cut loose early on. I remember building a yao guai habitat at Tenpines Bluff or making a huge rooftop fort at Egret Tours Marina. Make-your-own-adventure fun like that is way more enjoyable than the middling campaign.

Far Harbor and Nuka-World were both decent add-ons. I think the wonky dialogue (lack of relevant speech checks) is what annoyed me the most -- definitely wasn't expecting dumbed-down stuff like that after New Vegas. It's not a complete wash, though, and has plenty of great stuff. I hope they keep the buildable settlements for Fallout 5, just refining it a bit more.
