so if i had phoenix on my team and was expecting the other guy to make me lose a bar by going for a side TAC, i could get punished with a reset or some kind of frame trap by mashing left+S?

No. As soon as you counter a TAC, the combo ends and the opponent gets a wallbounce and a soft knockdown.

What Capcom screwed up on is that you can't punish him if you counter as your also immobile, making TAC's have little risk but high reward.
