In the physical release of Naruto, they erased every instance of a character smoking a cigarette (so it looks like he's just putting his fingers to his lips weirdly) and rewrote Rock Lee getting drunk off sake to "drinking Guy's secret potion" that just made him dizzy. If there really is a semi-naked loli character, just redraw it so that she's clothed or whatever. I dunno what series they're talking about, but removing an entire chapter is "4Kids One Piece" level of out there.
