Agencies do implement perforcemance reviews and individual development plans to track employees' goals and objectives throughout the year. Som agencies have their own pay-for-performance systems in place, different from the standard GS pay schedule. Even with their control over the legislative branch, the Republican members of Congress likely won't have enough votes for a spending bill that includes line-item funding for a wall. They wouldn't need to, or likely would even bother to spend time trying to rope in Democratic members to support it otherwise.
