Any Riders or other topics slipped into the Legislative Bill is ILLEGAL and invalidates all legislation on the bill effective immediately and can be retro-actively applied. If you can't write your law in 10 Sheets of paper, double sided, 10 point font minimum, then there is something fundamentally broken. Nobody is going to read your 1000 page bill. Fuck these omnibus bills. We need more specific, legislation that are tightly focused, short & too the point. Force the Senate to have 12 year Cumulative Term limit Force the House of Representative to have 12 year Cumulative Term limit. Require a 1 year break for all elected officials after serving in government for every term before you can run for any Government office at any level, this will get rid of the final year where Elected officials waste their time campaigning and not doing their job. This will automatically nullify the "Incumbent Effect" where the vast majority of seats don't change. Make specific law that prevents Elected Officials from campaigning while under the employ of the Government at all levels. If they want to campaign, they can do it on their own free time. Proportional Representation per seat for all elected seats in the Executive Council, Senate, House of Representatives. Winner Takes All is the DUMBEST form of Democratic Representation. Outlaw this at every level of Government from Federal, down to local. We have Computers, Spreadsheets to do vote counting. Every Elected Seat should have a unlimited # of Representatives that go into office with the Vote Power that their local constituents give them. The total of each Seat will be worth 1.0 vote power, that means representatives could have a small fractional voting power of 0.01 and still be a elected representative. Distribution of representative power would get rid of the Two Party system. Allow ALL Citizens to split their voting power of 100 points amongst ANY and ALL candidates they like, no more having to vote for the "Least Worst" candidate. You can split your voting power amongst everybody you like in what you think makes sense in any combination you want. Use Shortest Split Line to divide the State into Fractals with equivalent proportions of citizenry. https://rangevoting.org/SplitLR.html No more gerry mandering allowed. Split the Government Paycheck for each seat amongst all the representatives based on proportional electoral power and require the political party to make up the difference in salary per person. If Political Parties are going to want unlimited campaign donations, I'm going to make it expensive to run their political party by requiring them to cover the representative deficit's salary & staffing costs.
