Yes it does. L even makes note that while Kira is killing criminals, it's wrong to take actions into his own hands. The problem so far is that Light comes off as a total bitch that's motivated by having sex with Misa instead of acting on his superiority complex because he's literally perfect at everything. And L holding public speeches is totally against his character. Nobody ever knew what he looked like outside of the 5 people on the Kira case.
