That probably is the reason. In the movies they have to tell it chronologically. In the books the childhood stuff is there the entire time Oh, that's interesting, but from my recollection the sewer fight with It that ended Part 1 takes place near the end of the book, so even if they added childhood scenes, the plot of It: Part 1 takes place over the course of the book (and the adult stuff also starts near the beginning). To make it reflect the book they would have been switching back and forth from the get-go and the last movie would have been half in this one --- Shelton undoubtedly wants Cena's championship belt.
