Unless I'm gifting to someone in Russia or a couple of other countries, Steam will give me an error message since they won't allow gifts from cheaper regions like NZ to places which pay more. Support claim they can't legally allow it when there are price differences. Something I call bullshit on since you know, they are perfectly fine with it happening the other way.
