I don't think it works unless you legalize drugs too, because at some point you're going to slide back into policing against people rather than crime.

What constitutes a crime is uncontroversial. Assault, theft, murder, etc.. There is a victim in a crime, but being a drug addict has no victim, so you fall back into this mentality that you're protecting the community against "scummy" people, not crime. Inevitably, racists be racist and they extend the good guys/bad guys trope to minorities along with addicts.

I think it's a great idea otherwise though. Cops wanna be heroes? Keep a few them to deal with actual crime and let em respond to murders and fights and shit. Then, hire social workers and EMTs for the other stuff and it probably saves this country tbh.
