For example, RE4 could be very poorly optimized, they could have left WAY more in the game files than what is needed. Unused sounds, textures, anything. When they upscaled the graphics, maybe they kept the old textures and the new ones. Every game is going to be different simply due to how it was developed. You're describing the role of a tech lead, which moreso drives archietcutre of products, not people. I do both as a team lead.
