I think this is an extreme version of something that isn't entirely untrue. Gen Z faces a couple forces when it comes to history education:
  1. the cost of education and housing have gone up, which places a higher pressure on getting "marketable" skills out of one's education
  2. History departments, the most surefire way to put one's history degree to paying use in the past, have seen major cuts in the last decade.
So, these are not things that encourage the study of history.

At the same time, Gen Z has more outlets and avenues for studying history outside of traditional education. It's very easy to go down a Wikipedia rabbit hole, a Youtube rabbit hole, even a TikTok rabbit hole, and come away with a better knowledge of history. And online sources can at times do a better job of connecting history and historic forces to present day issues than high school history classes that famously are geared towards rote memorization and standardized tests.

Consider Bill Gates' role in US public education, or African public health. Does he have special expertise on these subjects? Did people vote for him to have outsized say on them? Are we certain that his influence is in a positive direction?

That says nothing about the effects of those intentionally doing harm in the service of personal goals.

This is the way to think about it: as a problem of structures and institutions rather than individuals.

For a comparison, it's like when a cop shoots an unarmed black person and people get into arguments about whether that cop is, personally, racist. Sometimes the cop is black, and this is pointed to as disproving the whole idea of racist policing. But the internal feelings of an individual cop don't really matter.
