It's the new, more serious Carlson, freed of the bow tie and smarm, who has captured the eyes of Manhattan donors, Insider has learned. And now conservatives across the country ahem are saying that maybe the Fox News megastar ought to be running for president himself in 2024 once Trump is out of the picture.

They have a point.

Look across the field of openly ambitious politicians and it's littered with people in search of "moments." The 2016 campaign amounted to a perpetual stream of them, from Trump's early-morning phone calls to his favorite TV pundits, to his late-night rallies and constant tweeting. California Democratic Sen. Kamala Harris created her own moment in 2017 by grilling then-Attorney General Jeff Sessions. More recently, Arkansas Sen. Tom Cotton, someone widely viewed as a likely 2024 GOP candidate, grabbed the ultimate moment on the right when his op-ed calling for military action against rioters and other "miscreants" led to the resignation of The New York Times' opinion-page editor.

Every "moment" has one thing in common: grabbing the attention of cable news shows. But Carlson doesn't need to create any moments. He is the moment, live at 8 p.m. day in and day out.

"What we are seeing now is Tucker at his absolute best," said Jon Schweppe, a policy director for the conservative group American Principles Project and diehard Carlson fan. "He used to employ the typical prime-time cable-news tactics mocking left-wing politicians for their gaffes or journalists for their bias. That was entertainment, and he was good at it.

"But something changed with Tucker when the country began to suffer after COVID-19 hit," Schweppe said. "His show is no longer entertainment. These are sermons. He's taking a moment when the GOP is lacking vision or any sort of moral clarity and he's providing it. Naturally, his following is growing. It's unlike anything I've ever seen. I hope the president is watching."

Carlson declined several requests for interviews for this story, and a Fox News spokeswoman declined to comment for this story.

Tucker 2024 is itself a media creation. He's a guy who has made his name in journalism, writing print and saying things on television, the son of the Ronald Reagan-appointed director of the Voice of America and longtime friend of the one and only Roger Stone, the GOP provocateur and felon who probably had more to do with nudging Trump's political ambitions into reality than anyone else.

Anyone watching Carlson now can see he's clearly using his platform speaking to millions of people to seize his conservative Howard Beale "mad as hell" moment. What's remarkable is that it is happening as the Trump White House he once championed looks to be in its own 2020 death spiral and the nation writhes in an economic free fall spurred by a pandemic.

Whether Carlson himself has his own White House ambitions, he isn't saying. Last July he did joke he would be "insane" to run for president, but then posited that, if he did, a possible winning platform for a Republican would be talking about a social issue, like the challenges of raising kids in the current US economic climate.

Predictably, the idea of a pundit president has the pundits pontificating.

Last fall, New York Times columnist Farhad Manjoo suggested a Carlson presidency was not only possible but would be infinitely more effective than Trump's tumultuous term [Antifar's note: effective at what?]. Writing about a hypothetical future that has Carlson as the country's chief executive, Manjoo envisions a nightmare scenario "where Trump was a chaotic, undisciplined narcissist, the Carlson who wins in 2024 is a canny political strategist who makes good on Trump's forgotten promise to embrace anti-corporate economic policies."

From the far right, longtime activist Michelle Malkin relishes the concept. "I wish Tucker Carlson were president!" she tweeted last June. Over on Facebook, the "Draft Tucker Carlson for President 2024" page regularly posts highlights from Carlson's show, including his early warnings from January about the coronavirus.

Even The Washington Post has gotten in on the action. Its early 2024 GOP rankings, published two weeks after Insider did its own version, had Carlson registering in the "also receiving votes" category, like the smattering of college-football hopefuls who haven't quite cracked the AP preseason top 25 but still merit mentions as national championship contenders.

That chatter, plus Carlson's regularly televised performances, have piqued the interest of GOP strategists and the party's moneyed class. His decision to formally cut ties with The Daily Caller, the conservative news outlet he started a decade ago, struck operatives interviewed for this story as another sign he could be positioning himself for a run. A small group of New York donors also began talking at the start of June about running him for president in 2024, according to one source familiar with the discussions.

Carlson's big gamble, Carusone said, is betting there will be a white backlash in America against the Black Lives Matter protests. That could reinvigorate a white nationalist populist base for him in 2024 similar to what carried Trump through the wide-open field of Republicans at the start of the 2016 contests.

Practically speaking, Carlson has to keep threading the needle for at least four more months. Openly running for president now would look terrible and taint his image as a fearless nationalist outsider, Carusone said. But the idea becomes much more acceptable after the 2020 election results are in and the world knows whether Trump and his unique brand of presidential governing is going to be around for four more years.

Carlson himself has not seriously broached the topic, according to several sources. There are practical reasons for that. Even thinking about it aloud could derail his cable stardom a second time. Fox News has famously spiked talent for working with Trump, not to mention after its paid pundits launched bids for president or even considered bids, including when Rick Santorum and Newt Gingrich considered their own 2012 White House runs.

President Trump has told people in recent days that he regrets following some of son-in-law and senior adviser Jared Kushner's political advice including supporting criminal justice reform and will stick closer to his own instincts, three people with direct knowledge of the president's thinking tell Axios.

Behind the scenes: One person who spoke with the president interpreted his thinking this way: "No more of Jared's woke s***." Another said Trump has indicated that following Kushner's advice has harmed him politically.

Why it matters: This could be the final straw for federal police reform legislation this year, and it could usher in even more incendiary campaign tactics between now and November.

Details: The sources said the president has resolved to stick to his instincts and jettison any policies that go against them, including ambitious police reform.
- Trump dipped his toe into police reform under pressure after a Minneapolis police officer killed George Floyd with an executive order that activists considered toothless but he will likely go no further to restrain law enforcement officers, according to senior administration officials.
- Trump has made clear he wants to support law enforcement unequivocally, and he won't do anything that could be seen as undercutting police.
- Several conservative allies of the president have reached out to him and advised him to reduce Kushner's influence over his re-election campaign.

Yes, but: No adviser to the president has more power over the White House and the campaign than Kushner. And nobody we've spoken to suggested that fundamental dynamic will change. It's always possible that the views Trump expressed recently could just be a passing phase.
- In response to this reporting, White House press secretary Kayleigh McEnany said in a statement, "President Trump is very proud of the historic work that he's done to benefit all communities. "He truly believes there is a silent majority out there that's going to come out in droves in November," said a source who's talked to the president in recent days.

The president also pays close attention to Fox News' Tucker Carlson. A few weeks ago, in a brutal monologue, Carlson blamed Kushner for giving Trump bad advice.
-"In 2016, Donald Trump ran as a law-and-order candidate because he meant it," Carlson said. "And his views remain fundamentally unchanged today. But the president's famously sharp instincts, the ones that won him the presidency almost four years ago, have been since subverted at every level by Jared Kushner."
-It hasn't escaped Trump's attention that Carlson has recently been the highest-rated host on cable news. Trump, generally skeptical about polls, views television ratings as a kind of substitute poll, according to a person who's discussed the subject with him.

What's next: In the past 24 hours, Trump has issued a series of tweets that leave no ambiguity about where he is heading in this campaign.
-He's tweeted enthusiastically about arresting people who are looting or damaging statues, and he's promised to veto must-pass defense spending legislation if it removes Confederate generals' names from military bases.

A group of Oregon State Police troopers appeared to defy Gov. Kate Browns statewide mask order while in uniform Wednesday, entering a Corvallis coffee shop without wearing required face coverings, video obtained by The Oregonian/OregonLive shows.

The stores assistant manager, Travis Boss, said he told the first trooper who arrived that the trooper needed to wear a mask.

Governor Brown has no authority to take our civil liberties. We arent going to wear masks, the trooper allegedly said, according to a written statement from Boss provided to the newsroom.

The trooper proceeded to place his order, Boss said in an interview, offering a foul-mouthed retort to the governors mandate that masks be worn within indoor public spaces.

He said, F---, Kate Brown, Boss recalled.

The troopers alleged comments came on the same day that Browns statewide mask order went into effect, and just hours before Brown implored Oregonians to wear facial coverings as a simple, common sense way to protect yourself and others during the coronavirus pandemic.

Three other law enforcement officers entered the business moments later and also refused a request to wear masks, Boss said. Boss said he felt compelled to fulfill their drink orders because they were in uniform, even though he said he had sent other patrons away earlier for not wearing masks.

The incident represents an extraordinary example of the difficult position that Brown has put some businesses in as they work to enforce the potentially divisive rule. Workers in shops across Oregon have been left to impose the mask mandate with the knowledge that some customers may disobey or, as videos across the country have shown, create made-for-internet spectacles.

Allans Coffee & Tea reported Wednesdays incident to local police. Oregon State Police responded by launching an internal investigation, said Capt. Timothy Fox, an agency spokesman.

The involved trooper has been placed on administrative leave, Fox said in a statement. OSP is early in the investigation, but if found to be true, we are thoroughly disappointed and expect our troopers to follow the governors executive orders and be examples in the community.

Fox would not confirm Wednesday night if all four law enforcement officers were state troopers nor would he name the trooper on leave.

The House Armed Services Committee voted Wednesday to put roadblocks on President Trumps ability to withdraw from Afghanistan, including requiring an assessment on whether any country has offered incentives for the Taliban to attack U.S. and coalition troops.

The National Defense Authorization Act (NDAA) amendment, from Rep. Jason Crow (D-Colo.), would require several certifications before the U.S. military can further draw down in Afghanistan.

The amendment was approved 45-11.

Rep. Liz Cheney (Wyo.), the No. 3 House Republican, argued the amendment lays out, in a very responsible level of specificity, what is going to be required if we are going to in fact make decisions about troop levels based on conditions on the ground and based on what's required for our own security, not based on political timelines."

And that is crucially important, and I think it is our number one priority, she added.

The amendment comes as Trumps withdrawal deal with the Taliban remains precarious as high violence levels persist in Afghanistan.

The U.S. military has said it is down to 8,600 troops in line with the agreement to get to that level by mid-July. But military officials have insisted any further drawdown will be based on conditions on the ground that are not yet met, even as Trump pushes for a speedy withdrawal.

The amendment also comes amid a firestorm in Washington over intelligence showing a Russian military unit offered bounties to Taliban-linked military to kill U.S. and coalition troops in Afghanistan.

Among the amendments requirements is an assessment of whether any state actors have provided any incentives to the Taliban, their affiliates, or other foreign terrorist organizations for attacks against United States, coalition, or Afghan security forces or civilians in Afghanistan in the last two years, including the details of any attacks believed to have been connected with such incentives.

Rep. Seth Moulton (D-Mass.) framed the measure as particularly important in light of the revelations.

There's been bipartisan criticism of what a weak deal [Trump] got with the Taliban, a deal that is already falling apart, Moulton said. Now we learned that he was making this deal at the same time as there were bounties on the heads of American troops, American sons and daughters. We clearly need more oversight over what the president is doing in Afghanistan.

Crows amendment would block funding to dip below 8,000 troops and then again to below 4,000 troops unless the administration certifies that doing so would not compromise the U.S. counterterrorism mission in Afghanistan, not increase risk for U.S. personnel there, be done in consultation with allies, and is in the best interest of the United States.

It would also require an analysis on the effects of a drawdown on the threat from the Taliban, the status of human and civil rights, an inclusive Afghan peace process, the capacity of Afghan forces and the effect of malign actors on Afghan sovereignty.

Rep. Matt Gaetz (R-Fla.), a staunch Trump ally, argued the amendment would unfairly tie the administrations hands.

A great nation does not force the next generation to fight their wars, and that's what we've done in Afghanistan, Gaetz said. I think the best day to have not had the war in Afghanistan was when we started it, and the next best day is tomorrow.

"I don't think there's ever a bad day to end the war in Afghanistan," he added. "Our generation is weary of this and tired of this.

An undercover investigation released Wednesday found that Black people posing as prospective tenants in Greater Boston were shown fewer apartments than whites and offered fewer incentives to rent, and that real estate agents cut off contact when the renters gave Black-sounding names like Lakisha, Tyrone, or Kareem.

The white testers in the study posing as would-be renters, on the other hand, easily secured tours of properties, were wooed with discounts, and got preferred treatment such as the opportunity to view additional units when looking at apartments.

In subtle and overt ways, Black renters experienced discrimination by real estate brokers and landlords in 71 percent of the cases tested in the study by Suffolk University Law School, titled Qualified Renters Need Not Apply: Race and Voucher Discrimination in the Metro Boston Housing Market.

Researchers expected outrageously high discrimination in Boston, said Catherine LaRaia, director of investigations and outreach at the law schools Housing Discrimination Testing Program, which conducted the study. But they were flabbergasted, she said, by what they uncovered.

This was a shocking result for us, and we do this work every day,' she said.

People looking for apartments with Section 8 housing vouchers also experienced extreme discrimination. Regardless of race, they were routinely blocked, ignored, or turned away by an agent, the study found. It is unlawful in Massachusetts to deny someone housing on the basis of race or voucher status, among other protected classes.

The law schools Housing Discrimination Testing Program which aims to eliminate illegal housing discrimination through testing, enforcement, education and research undertook the study with Analysis Group, an international economics consulting firm. The study was funded by The Boston Foundation and the Racial Justice Fund. The researchers said they hope their data will help shape public policy and end discrimination in the housing market.

I want people to understand that this kind of discrimination is real, and its happening now in our community and something needs to be done about it, said William Berman, director of The Housing Discrimination Testing Program, who led the study.

Greg Vasil, chief executive of Greater Boston Real Estate Board, said his organization rejects all discrimination, adding that when it comes to fair housing and preservation of the fair housing laws in the Commonwealth, we absolutely stand firm: We will not tolerate or condone people who violate those laws.

We work pretty hard to educate people to make sure they understand the law,' he said. If some of these people are members, thats something that we . . . just cant stand for. Thats wrong.

Researchers at the Testing Program, which has conducted 700 undercover tests on housing discrimination over the years, set out to determine whether someones race or housing voucher status prevented them from getting appointments to see properties, get a rental application, and learn about financial incentives properties offer. They also tested how levels of service differed based on race or voucher.

They selected, trained, and deployed 200 participants or testers to conduct 50 tests at properties across Greater Boston from August 2018 to July 2019. Four testers went to each site: One Black person and one white person would each separately tell an agent, property manager, or landlord that they could pay market rate rent. Another pair of Black and white testers, approaching the broker or landlord separately, would say they had a voucher. All of the testers had jobs and could afford the units they were seeking. They were similar in many other ways, too, including their age, income level, credit score, and family status.

The researchers assigned the undercover testers race-associated names such as Aisha, Hakim, and Darnell for Black testers and Jill, Allison, and Brad for whites. (Researchers said they limited the race of the participants to only Black and white to identify the effect of race from housing vouchers more clearly. All testers were asked to make an appointment for a tour of 50 randomly selected apartments in Greater Boston. The properties included those that accepted vouchers from the Boston Housing Authority.

The participants were unaware of the role they played in the study and were asked to clandestinely document their experiences in writing, which were then analyzed and assessed by the researchers.

The results indicate that whites paying market rent were able to arrange to view apartments 80 percent of the time. Similarly situated Black market-rate testers seeking to view the same apartments were able to visit the property only 48 percent of the time, the study said.

Whites were frequently informed about other apartments available, offered more incentives such as free parking and rent discounts, and were given more positive feedback about a unit or property they were seeking, the study says.

Meanwhile, Black people were less likely to get appointments for site visits, an application, or financial incentives. Unlike whites, they were often told negative things about the units they were seeking.

When agents dealt with Black testers, the incidence of ghosting or no follow-up calls from the agent was much higher. White testers continued to hear back from agents 92 percent of the time. Black testers heard back only 62 percent of the time, Suffolk officials said.

For voucher holders, unfair treatment was standard. Ninety percent faced discriminatory behavior from a rental agent. They, too, were ghosted,' unable to get a rental application or appointments to tour an apartment.

In one incident, a Black male voucher holder said a conversation he was having with a real estate broker abruptly ended when he introduced himself as Kareem.

The agent promised to call the next day before hanging up, but never followed through or responded to subsequent e-mail from the tester.

I would note that $1 billion is really overselling what was actually cut from police; about half of that stems from school officers being applied to the education budget rather than NYPD's.
