If the Taliban had been forced out of the country for a generation or so, say 30-40 years then some sort of democratic mindset may have been established in the local population of Afghanistan. But at the end of the day, occupying forces paid warlords for 20 years to get shit done and completely neglected the locals. You need the average person in the country to actually want democracy and western values, to want to rebuild their country and leave behind the old ways that got them to the shitty situation.
