Naw, that's one of those things that keeps me coming back, too -- and not just because water sources are prized moneymakers. The downside is populating the settlements is kinda bland (at least in vanilla) and size is tied to Charisma, so I usually just end up building a giant Potemkin village that won't ever see any citizenry. This lets you swim at leisure (including to avoid enemies way more powerful than you are) and do so without being irradiated. Some items -- like loot-filled containers or power armor -- are found underwater in certain spots, so being able to search without worrying about oxygen levels is nice.

Lower the INT, the better, although it should help regardless. You will be killing about 23423423 enemies in the process of a playthrough, after all.

Either way, the best reason for Aquaboy/Aquagirl is just easier, freer movement, especially how many annoying-ass mirelurks and (occasionally) deathclaws you can find near bodies of water.
