That's cute, but no. There are many ways for a kid to have social interaction without the confines of school. It has become the primary method of social interaction for kids due to how much time they have to spend there, but that's like claiming social interaction is the main point of jobs.

The primary purpose of school is to train future workers and it's taken on more and more of a role as daycare as well, particularly with it being more common for both parents to work.

Just because two shitty-ass parties refuse to pursue it, doesn't mean it shouldn't be pursued, even if one of the parties is far shittier than the other.
