I think I'm gonna roll Shenhe. Apparently Ganyu probably won't have Fischl either (leaker says XQ, Beidou, Yanfei) and under worst case scenario I should still be able to guarantee Yae and Raiden if I buy the next two BPs (which may not be necessary depending on my luck). I have every cryo dps built so I can try running her with any of them.

Itto generates energy but also wants the shields and heals which Noelle has automatically built into her kit.

Somehow dropped another DEF sands which rolled CR a few times.

With the +10% CR from GMC the ratio is basically perfect now. It hits a bit less hard than the Glad one per hit but with the extra ~15% CR it's more consistent.

I'll try it out in abyss after I crown GMC.

In that case you can't really go wrong with either; you could even use them together.

One thing about Noelle is that you will need battery characters for her; Albedo isn't the best (that would be GMC followed closely by C2+ Ning) at that but provides plenty of off-field damage on top of Noelle's own damage with his new set and weapon. Among the best non-geo batteries are Fischl and Raiden.

Albedo you can pretty much toss anywhere, though the flower procs may steal reactions if you are utilizing melt/vape or the like.

In terms of utility Noelle (assuming C6) does multiple roles whereas Albedo has more or less one role. What characters are you trying to use them with? Albedo is an off-field subdps, Noelle is a healer/shielder/dps.

I use Aether with Zhongli and Noelle so it's worth it to me. In addition to the steele resonance petrify helps keep enemies in his arena when I cast the burst. And he gives extra crit and particles to Noelle so she can do her thing.

It takes a bit of practice but if you cast boulders to the side of enemies and keep some space between them it's less of an issue. Also, Noelle's big ass sword reaches through them so that helps too.

I would say the Serpent Spine benefits the most from refinement, but which one is best depends on what characters you have and what other weapons (especially 5 star).

For example if you have two 5 star claymores, upgrading a different weapon type may benefit you more.

Normal attacks don't benefit from noblesse; replace with 2pc maiden or clam.

I'll report my findings with clam set when it's done but I use 4TotM right now so I'll probably see a bigger improvement then those with other sets.
