Is there nothing the guy can do? Hes probably at an apartment complex, which doesnt mean that he shouldnt be able to get high speed Internet.

Use an ethernet cord if you need reliable internet without buffering/disconnects in this situation. Wifi is just simply not going to be that reliable with that much interference.

I'd probably get one that was already built, unless it's somehow cheaper to get it built specifically for you.

Edit: also thinking on it more, I'd rather move into an already established neighborhood than one that is freshly built up. I hate the look of neighborhoods with starter trees and such. Mature neighborhoods look way better.
