People without a right to live in a city try to find work there anyway to buy their way into being able to live in a city. Often these migrant laborers are homeless among other deplorable conditions. China has rampant capitalism with little to no workers rights. If you actually went there this would become obvious to you. But something where the main character is a developed character in their own right, like most of the Final Fantasy games, it makes sense if they are voiced. Dragon Quest is of course the classic example of the silent protagonist and I feel they always do it well.
