It's a red flag, and the parents of the 18 year old may want to grill the 24 year old a bit more than a normal relationship, but it's not in and of itself a problem. 18 is an age for easy prey by older guys that want girls young and naive but don't want to risk the statutory charges, and there's no data dump at 18 to impart the needed common sense to avoid abusive relationships. But at the same time, it's not exactly a relationship so differently generational you would assume something was up somewhere. It's close enough to still be into the same things and have mostly the same values, so it's easily a workable relationship.

It depends where he lives. In canada and the UK mistake of age defense is allowed in court and age of consent is 16. It's still is a strict liability crime, but if there's a proven lie, cases can be dismissed.
