It also appears to be a freeway so the other driver was likely going fairly quick. you don't exactly expect someone to just change lanes at a low speed and stop. If they did it in stride and kept moving forward it would be easy to notice and avoid, but them just stopping completely makes it a lot more difficult to stop in time.
