Top 20 is uuuuh

1-4. Four-way tie for 1st between Shuichi, Maki, Kaito, and Nagito. The first three easily have the best character interactions in the series and all have likable personalities, designs, plot importance, and character development. They work extremely well together. Nagito is probably the single-best character on his own merits though.
5. Fuyuhiko. One of the emotional cores of DR2.
6. Byakuya. Super entertaining.
7-8. Komaru and Toko. Their interactions in UDG are very good and I like their character growth together. Toko goes from a character I kinda disliked to one of the better ones and Komaru is a surprisingly unique anti-protagonist in the role she ends up playing in the plot.
9-10. Makoto and Kyouko. I like protagonists, sue me.
11. Keebo. The way he defied his programming and was the single-biggest reason the killing game ended, at the cost of his own life, was the definition of heroism.
12. Gonta. He deserved better.
13. Gundham. Carried hard by his trial, where he has some of my favorite dialogue in the series. Before that I didn't really like him but man he goes out with a bang.
14. Kaede. I like protagonists. Even fake ones.
15. Asahina. Inherently likable stabilizing prescense in DR1.
16. Chihiro. Also deserved better.
17. Miu. Points detracted for being an asshole but is still funny.
18. Kokichi. Points detracted for being an asshole (more then necessary) but is still interesting.
19. Sakura. She's cool.
20. Chiaki. The most focus-tested character I've ever seen. Created to be a waifu. It kinda worked though.

Also I do think Biden seemed chill about a year ago. He was very much the "let's work across the aisle :)" candidate.

Then COVID happened and then he had to debate Trump. Now he's closer to Joe "Punished" Biden. To what extent, not sure.

Look, I'm gonna be honest, Danganronpa in general doesn't need any more wacky characters than it has. They almost never work for me. My favorites tend to be the more down-to-earth ones or the ones that at least come across as somewhat of a real person. Characters like Ibuki and Gundham didn't work for me at all because they felt like caricatures. Tsugumi wasn't exciting but that was okay. I don't care for the way DR tries to make characters exciting. Maybe she could've had a bit more of a personality, sure, but I'll take what we got over another catchphrase-spouting weirdo.

Without spoilers, I will say that Umineko Episode 8 is insanely divisive. I don't know which side is the majority (probably the fantasy side) but I wouldn't call the 'lesser' one a minority either.

Even outside of other games, I think 2-3 is worse than 3-3, though not by much. Both are pretty bad but 3-3 had a few good moments.

Your alternative idea for Tsumigi is good but I don't think it's strictly superior to what we got. It's actually kind of amazing how she avoids scrutiny by being boring while simultaneously playing the role of the peanut gallery in the background, making dumb pop culture references and making fun of the cast in understated ways. Once you realize she's talking to a crowd it recontextualizes everything she does.

I'm not a fan of Junko though so we might just be looking at this from different perspectives.

I think that's fine. Being able to fly under the radar effectively despite being out in the open is what a competent mastermind would do. She's actually the most front-and-center mastermind there is - Junko and AI Junko more or less appear out of nowhere with minimal buildup.

This may be me projecting, but I feel like the Democratic camp - including Biden - got significantly more pissed off as the 2020 election drew closer. They seem really tired of the GOP's nonsense, and the election being close isn't going to make them feel like facism has been rejected by the country.
