I know for sure that you get badges for hitting certain milestones in the number of total games you own (50, 100 200, etc.), and those badges give you experience. Badges are the main way to gain steam levels.You get xp for every new game you get, even if it doesn't update the milestone for the badge. The more games you have, the less xp per game you get though. You also get more friends list slots (although I doubt anyone except friend collectors even manage to fill the base slots). And you get higher chance of getting random card boosters for games you're eligible for every 10 levels. Edit: also, years of service badge gives you 50xp for each year.
