Why do people keep using the "hospitals are not overwhelmed" meme? That's only because of the lockdowns. Opening up will have the reverse effect. And if we can save more lives and keep people from getting sick by keeping things shut down, why wouldn't we? Why wouldn't we strive to keep as many people as healthy as possible?

Because you have to make compromises and you end up with the worst of both worlds. It's not as powerful as a desktop but not portable enough to be a laptop

Decline in cases and no increases for two weeks minimum
Available testing
Contact tracing
A plan to reopen in stages, no more than 25% capacity for all businesses
A specific plan to re-shutdown pending well defined metrics

This is a bare minimum. Its not unrealistic by any means.

There's a lot more consequences to staying at home for over a year than just the economy. The whole life ecosystem. People who would normally meet people at work or school no longer will. How many future relationships that'll produce children won't happen? Or people who meet at clubs or bars. None of that will happen for a while in some places.
At some point, people like this will need to accept that our culture is changing, and you can either adapt or be left behind. Service industries are dying, working and interacting with others is being done remotely. These are all changes that were in progress; corona just sped up the timeline.

Many states have a stay at home order though at least may but it seems that many people are breaking quarantine because the weather is getting nice and generally tired of quarantine. What can the government do to encourage people to continue to stay at home because it's obviously way too soon to act like "business as usual"

Government needs to do more but at some point people need to adapt and find sources of income that is realistic in this new world. Many industries such as service are just not viable anymore. Working remotely, online business, delivery, curbside service are the future.
