LONDON (Reuters) - Measles infected nearly 10 million people in 2018 and killed 140,000, mostly children, as devastating outbreaks of the viral disease hit every region of the world, the World Health Organization said on Thursday.

In figures described by its director general as an outrage, the WHO said most of last years measles deaths were in children under five years old who had not been vaccinated.

The fact that any child dies from a vaccine-preventable disease like measles is frankly an outrage and a collective failure to protect the worlds most vulnerable children, said the WHOs director general Tedros Adhanom Ghebreysus.

The picture for 2019 is even worse, the WHO said, with provisional data up to November showing a three-fold increase in case numbers compared with the same period in 2018.

The United States has already reported its highest number of measles cases in 25 years in 2019, while four countries in Europe - Albania, the Czech Republic, Greece and Britain lost their WHO measles-free status in 2018 after suffering large outbreaks.

An outbreak in the South Pacific nation of Samoa has infected more than 4,200 people and killed more than 60, mostly babies and children, in a battle complicated by a vocal anti-vaccination movement.
In 2018, measles hit hardest in Liberia, Ukraine, Democratic Republic of Congo, Madagascar and Somalia, the WHO said, with these five nations accounting for nearly half of all cases worldwide.

Globally, measles vaccination rates have stagnated for almost a decade. The WHO and the UNICEF childrens fund say that in 2018, around 86% of children got a first dose of measles vaccine through routine vaccination plans, and fewer than 70% got the second dose recommended to fully protect them.

Heidi Larson, director of the Vaccine Confidence Project at Britains London School of Hygiene & Tropical Medicine, said the numbers were staggering.

Some countries are scrambling to vaccinate in the face of serious outbreaks - far too late for many, she said.
Measles is one of the most contagious known diseases, more so than Ebola, tuberculosis or flu. It can linger in the air or on surfaces for several hours after an infected person has been and gone, putting anyone not vaccinated at risk.

Among wealthier nations, vaccination rates have been hurt by some parents shunning them for what they say are religious or philosophical reasons. Mistrust of authority and debunked myths about links to autism also weaken vaccine confidence and lead some parents to delay protecting their children.

Research published in October showed that measles infection not only carries a risk of death or severe complications including pneumonia, brain damage, blindness and deafness, but can also damage the victims immune memory for months or years - leaving those who survive measles vulnerable to other dangerous diseases such as flu or severe diarrhea.

The WHO data showed there were an estimated 9,769,400 cases of measles and 142,300 related deaths globally in 2018. This compares to 7,585,900 cases and 124,000 deaths in 2017.

Charlie Weller, head of vaccines at the Wellcome Trust global health charity, said the numbers were a tragedy. If we are to protect lives, we must understand and address the reasons why measles vaccine uptake is lower, she said.

A Detroit property contaminated with uranium and other dangerous chemicals partially collapsed into the Detroit River on Nov. 26, the Michigan Department of Environment, Great Lakes and Energy has confirmed.

Located next to Historic Fort Wayne and leased by Detroit Bulk Storage, the site known as the Detroit Dock allegedly collapsed under the weight of large aggregate piles that were stored at the site during Thanksgiving weekend.

The property has been listed by the U.S. Department of Energy and Environmental Protection Agency as a contaminated site due to its use of uranium and other dangerous chemicals during manufacturing dating to the 1940s, according to the Windsor Star, which first reported the incident.

Located at 5851 West Jefferson, the property formerly was a Revere Copper and Brass site. Revere Copper was subcontracted in the 1940s to build the worlds first atomic bomb and continued to make uranium rods in the 1950s.

The site has faced scrutiny regarding safety hazards and who would be held responsible for its cleanup.

According to a 2011 evaluation study by the U.S. National Institute for Occupational Safety and Health of the property, at that time there was a potential ... for significant residual radiation.

The news is especially concerning because the Detroit drinking water intake lines are nearby downriver.

Due to the timing of the collapse, the spill went unnoticed to many responsible state and federal environmental regulatory agencies. U.S. Environmental Protection Agency officials were not aware of the collapse until contacted by the Windsor Star on Wednesday.

The Windsor-Detroit Bridge Authority was also informed as it is overseeing the construction of the new Gordie Howe International Bridge nearby.

WDBAs Mark Butler said Wednesday, WDBA is aware of the spill of aggregate from a marine facility into the Detroit River. We are committed to the highest levels of environmental protection and are working with the appropriate authorities to investigate the matter.

Workers were seen from Windsors west end with backhoes near the crumbled area, which was partially sagging and submerged underwater, the Star reported.

Michigan Department of Environment, Great Lakes and Energy said in a statement Thursday: "EGLE is aware that the site was previously used to process uranium and there is no evidence to suggest that there is a current radiological risk. EGLE has no reason to believe PCBs or other contaminants from the site are a hazard to the public or the environment. However, EGLE intends to continue investigating potential impacts as part of its assessment of the incident. On Friday, we expect to observe the site by boat and drone flight."

According to a statement by the City of Detroit, "The City, including the Mayors office, has been in close communication throughout the day with its partners at EGLE, which has jurisdiction over this matter. ... We will continue to stay in close communication with EGLE as it continues its investigation."

However, Member of Canadian Parliament Brian Masse of Windsor West is not convinced. Masse hand-delivered a letter to the Minister of Environment and Climate Change, Honourable Jonathan Wilkinson, calling for an immediate binational investigation into the Revere Copper Site dock collapse, according to a public statement.
Masse is concerned that the "site is currently rated high for contamination because of the residual contamination present."

An immediate study should be conducted on the dangers presented to the Detroit waterways and Great Lakes region. Forty million people use the Great Lakes for drinking water, and the ecosystem is already fragile. Any potential threat should be investigated immediately on both sides of the border, stated Masse.

A second North Carolina town has canceled its Christmas parade over concerns about possible protests of a float celebrating the Confederacy.

Leaders in Wake Forest had said last week that the town's parade would go on and include the Sons & Daughters of the Confederacy despite a planned demonstration. That decision changed once police learned that the number of expected protesters had grown from 10 to 200 people, Police Chief Jeff Leonard said in a statement released Wednesday.

The entire parade has now been canceled for safety reasons. This would have been the 72nd year of the parade, news outlets reported.

We aren't happy telling kids they can't attend or participate in this year's parade but it's better than trying to explain to a parent whose child was injured despite so many warning signs," the chief said.

Wake Forest Mayor Vivian Jones released a video message saying she's angry, disappointed and heartbroken that the event has been canceled. She says it's not the most popular decision, but it's the safest decision.

The town of Garner also canceled its Christmas parade this year over fears that a float sponsored by the Sons of Confederate Veterans would be targeted for disruption.
