You are asking why do children need to be provided with basic hygeine items

Ignore that not every child will need a specific type of item. Every human has their own needs.

This is about providing basic hygeine supplies to children in need, which schools do. They don't keep toilet paper or soap away from children that need them and they provide bandages and other goods when asked. Like often free condoms (my high school had those).

The employee of company B loses by paying out of pocket for additional expenses and forfeiting benefits from the employer as well as future government benefits that rely on legally reported income. The only beneficiary in that interaction (vs legal employment) is company B, not paying for employee benefits or their share of the taxes of having an employee.

The employees can't claim that income for employment benefits or social insurance. That screws the employees

They may also not have proper coverage for workman's comp
