I do remember all of that, but that blame should be put more on the senate than anything else, and it's made fairly clear that the Senate itself is fairly corrupt and plotting, but by the end of the game And by the end of RD IIRC You see, that shouldn't count. Because in the course of the game's plot, you essentially killed the essence of what made Begnion, well, Begnion. Not to mention that at the end of the game it's no longer really an empire either, because Also, if Begnion is allowed just because of its portrayal in the ending, almost every single empire depicted in Fire Emblem games is positive. The Archanean Empire under Marth after his second game is positive. The Grandbell Empire after Fire Emblem 4 is positive. Etruria after the corrupt nobles were ousted and Bern after it was conquered by Roy in Fire Emblem 6 are positive. Infinitum ad nauseam et absurdum. His loyalty mission in ME2 already shows that he's being eaten up by guilt over what he's done. The whole game has him justify his past deeds by telling himself that it was for the best, over and over and over. Even then, he admits to Shep that since his genophage modification work he's tried to find solace in all sorts of alien religions and philosophies. His loyalty mission only makes him more unsure about what he tells himself. Not too surprising that he finally cracked in the time between ME2 and ME3, especially when spending a lot of time with several female krogan and personally listening to their side of the story. He still has shades of the ruthless doctor you mentioned. For one thing, despite you convincing him to spare Maelon in ME2(if you actually did), ME3 Mordin outright states that he would have searched for him and killed him(for the very same reasons in your post regarding Rana, coincidentally) if it were not for resources already being strained to the limit because of the Reaper invasion. Likewise, he simply electrocutes a lab tech when he holds up procedures due to stubbornly following red tape.
