Instead of giving handouts, I would create programs to train people and give them the tools they need to get a job. Basically some sort of educational or skill training system for those who fucked up earlier in their lives. They get one or two tries, and if they can't carry their own weight, they are cut off from government support and die in a ditch. This is, of course, only for people who aren't mentally ill or physically disabled in some way where they can't care for themselves.
