Someone being worried after seeing you break into a store on a normal day will still be worried if they see you break into a store after a catastrophic hurricane. You are under the assumption that because everything is destroyed, you can do what you want to survive and it's okay, because it's for survival. As someone who has gone through a disaster, I can assure you this isn't true. Nothing I said about looting is in a vacuum, it's purely out of experience. No one will respect you for breaking into someone's place or someone's store, they'll think you're scum and be have a looming fear that you'll go out to steal from them too. In my home town, after Irma ice was such a rare commodity that people were put up at gunpoint for their bags of ice. With no power, lines that last hours for ice retrieval, and the necessity to have it to preserve food and more importantly, medicine for diabetes, people were desperate. These stories travel like wildfire and so when you decide to loot, these same worries will flare up when someone catches you doing it, the exact opposite of what would happen in a vacuum. In fact, there was an article on one of my islands where, the night following the day Irma hit, the ATM by the main harbor and multiple stores were ransacked. Go bet your life that you'd see any comments being sympathetic to their causes and saying it's for the good of the people, you'd lose your heart by the end of that page. Go bet your life that you'd get a group thinking "man that's cool, he should share with me!" for those who lived through the hurricanes. No one would agree. The real kicker is what happens afterwards. The stress, the lack of medicinal supplies and the proper food to maintain your lifestyles, that's the killer.
