Just to point out, first country asylum law says to claim asylum from the first country you come across that is safe from what is after you. Mexico offered all of them asylum. Water got fucked up in 2014. The WIIN act passed the Senate 5-21-15, relatively quick for politics. California Democrat representative added a house resolution that delayed those much needed funds 7-13-15, which pushed next review of the bill to 2-10-16. Then a Michigan Democrat representative pushed it again. Next came 2 California Republicans pushing it, etc.. then in December it was approved and signed just before Christmas by Obama while he was on his way out. Meanwhile, Trump said he was going to cut funding of EPA in 2016, yet he allowed those funds to stay in the budget.

So while he signed it, it happened under Trump. If he actually gave a shit, he, being the head of the Democrat party, wouldn't have let the Democrat legislators drag their feet and push the bill so far that the approval looks like they were setting it up for Hillary to take the credit.
