Rather, he would have if he had gotten it earlier. That scene is at the start of Chapter 2. Since he got it after mentioning maxing Mahiru's Link he would have hit Chapter 2 Free Time and thus be past it.

You're supposed to hold and release between the dots. Like, hit x when you hit a dot, release at the next dot, and then hold again at the next dot.
