There are rules in the NFL rule book that state all players must be on the sidelines for the anthem and I think it says standing iirc. But they too busy giving guys 10+ game suspensions for marijuana usage. You're mixing up the NFL rule book to the NFL game operations manual because the anthem is nowhere mentioned in the actual official rule book, however, there is a "policy" about the anthem and the flag in the "Game Operations Manual," a 230-page internal document (not available to the public) sent to all 32 teams each year. You might say a "rule" and "policy" are the same thing. But to the NFL, the distinction matters. Policies are encouraged, but not required as opposed to rules like offensive holding or defensive pass interference, according to an NFL spokesperson. You go from mediocre Phantom Blood, to an action packed and unpredictable Battle Tendency, to a monster/villain of the week Stardust Crusaders with a crap ton of "fillers".
