Hannibal Lecter isn't a "villain" in Silence of the Lambs. He's an evil guy but his role in the movie isn't a villain. He doesn't act as a villain or antagonist towards the main character.

It's really interesting that he's the main villain of the series, but he isn't the main villain of any of the three films.

He is directly antagonistic toward Graham though and tries to get the Tooth Fairy to murder his family.

Look at my post. It only references Silence of the Lambs. Not the other films. Hannibal isn't a villain in Silence of the Lambs.

By definition, he is. He isn't the primary antagonist but he's certainly a villain. You could argue antihero if he wasn't openly eating innocent people.

He had too much screen time I think. Season 3 worked because you didn't know his motives until they were slowly revealed. If they'd have kept him mostly in the shadows for seasons 5 and 6 until Battle of the Bastards, he would've been much more effective.

It was nice to see how a full-blown psychopath functions in a universe like this.

Ramsay is a garbage villain, dude

He's an irredeemable, steaming pile of shit in human form, but that's what makes him a great villain. He overstayed his welcome, sure; he was fairly one-dimensional and his appearances in season 5 were largely unnecessary. But in seasons 3 and 6 in particular, he was an excellent antagonist.
