No polling data will be 100% accurate and it never is. The goal is to just poll enough people to overcome irregularities. Child abusers have a really high repeat rate though so you can measure any drop in that rate after asking them to go through some manga collection to measure a correlation of reduced recidivism with "fake" CP.

However the data you gain from that wouldn't be conclusive about child abuse in general but it could be used to advocate that access to that material doesn't increase risk towards children which is what the Canadian supreme court decision hangs on.

Assuming both of those things are true then it's just a numbers game. Are the number of children protected because of fake stuff greater than the number of children harmed who wouldn't have been otherwise?

A question we'll never have the answer to because it's political suicide to fund that research.

This is one of those things that seems only backed by intuition and is lacking in tangible evidence. The stuff is casually available in Japan and they do not have a higher incident rate of actual CP than other countries where it's banned.
