This is one of the big things that gets to me when people dismiss environmental issues because it's government and big business' responsibilities. Like holy fuck, is it that easy for people to ignore that citizens/consumers are the driving force behind these entities' incentivization? If the public, which we are all part of, decides to prioritize environmental issues because we actually give a shit about the people that will come after us, we could see a much greater shift in what interests governments and corporations act upon. If we want to live as easily as we can for ourselves in the short term without demonstrating any actual, consequential desire for more eco-friendly sources of energy and livelihood, it's unreasonable to expect entities greater than ourselves to act any differently.
