It's incredibly easy to get experience and money there, especially once you have Ryuji's ability to instakill enemies while moving around. Kawakami is extremely useful, and is also my favorite girl. I'll move to one side of the sidewalk where they aren't - and after a moment they'll move to that same side so they're directly in front of me, and refuse to move again. I've seen all types of people do it, and it's never made any sense to me. They definitely see me because it's not like they're looking at their phones.
