You may as well be arguing that Mizuki is the most important character of Naruto just because he told Naruto about the Shadow Clone scroll at the start of the story, which led to Naruto graduating from the academy and the rest of the plot occuring. Someone going "Oh without her making this or that behind the scenes, then the plot couldn't have occurred" doesn't make her important, but the plot doesn't bother fleshing out any of it. Inventing half-assed plot devices doesn't make anyone important. Only the characters who consistently do important shit on-screen are important, because they're the ones who get fleshed out by the plot.
