Both directly, by working to ship addicts, homeless and other "undesirables" to liberal areas so they don't have to deal with them, and indirectly, by being too incompetent to set up good programs so people relocate to where they'll be cared for.

We need some federal programs put in place that force red states to pay for the emergency care needed in other states. Once the emergency situation has passed and the problem is properly distributed across states again, then redirect some of the money back to those red states to directly fund treatment and housing programs, cutting out the incompetent middlemen.

Some liberal cities declared themselves "sanctuary cities" so they are probably taking it literally.
