1) A lot of people died from Covid who otherwise wouldn't.
2) A lot more people decided it was now the time to retire. This was a long time coming with demographics and realities of our aging workforce.
3) Immigration, relied on to prop up the workforce, all but ceased during the pandemic but was also diminished from policies set in place by the previous administration.
