It refers to the fact that a massive chunk of old Pokemon were completely unusable in the game (they couldn't be transferred over at all), even after the DLC (~200 Pokemon are still unusable). This goes against Game Freak's earlier vision of letting players bring their Pokemon with them to newer and newer games; instead, you now have to pay an annual fee to keep them tied up in Pokemon HOME if no current game supports them.
